    To facilitate the 2025 vehicle trade-in program and to assist consumers in applying for subsidies, in accordance with the "Notice on the Implementation of the 2025 Vehicle Trade-in Program by the Ministry of Commerce and Other 7 Departments" (Shangban Xiaofei Letter [2025] No. 8, hereinafter referred to as the "Notice"), the following answers are provided for questions of public concern:


Vehicle Scrapping and Renewal


1. When does the implementation of the 2025 vehicle scrapping and renewal start?

Answer: The implementation starts on January 1, 2025 (inclusive, hereinafter the same). Individual consumers who intend to apply for subsidies should log in to the National Vehicle Circulation Information Management System website or the "Vehicle Trade-in" mini-program, and submit the required application materials according to the requirements.

2. What changes are there in the conditions for scrapping old vehicles in 2025?

Answer: First, the range of old vehicles eligible for scrapping has been expanded. Vehicles that meet the conditions, including those with the national IV emission standard fuel passenger vehicles, have been included in the scope of old vehicles eligible for scrapping and renewal subsidies. The registration time for gasoline passenger vehicles has been extended from before June 30, 2011, to before June 30, 2012; for diesel and other fuel passenger vehicles, from before June 30, 2013, to before June 30, 2014; and for new energy passenger vehicles, from before April 30, 2018, to before December 31, 2018. Second, the requirement for the holding time of old vehicles has been adjusted. Consumers applying for vehicle scrapping and renewal subsidies must have the corresponding motor vehicle registered in their name before January 8, 2025.

3. Are there any changes in the conditions for purchasing new vehicles in the 2025 vehicle scrapping and renewal?

Answer: No changes. That is, the new energy passenger vehicles purchased for applying for scrapping and renewal subsidies must be new energy passenger vehicles listed in the "New Energy Vehicle Model Catalog for Exemption from Vehicle Purchase Tax" issued by the Ministry of Industry and Information Technology, and the displacement of fuel passenger vehicles must be 2.0 liters or less. During the subsidy application review period, the newly purchased passenger vehicles should be registered in the name of the applicant.

4. Are there any changes in the subsidy standards for vehicle scrapping and renewal in 2025?

Answer: No changes. That is, for scrapping and renewing eligible national IV and below emission standard passenger vehicles or new energy passenger vehicles registered before December 31, 2018, and purchasing new energy passenger vehicles listed in the "New Energy Vehicle Model Catalog for Exemption from Vehicle Purchase Tax" issued by the Ministry of Industry and Information Technology, the subsidy is 20,000 yuan; for scrapping and renewing eligible national IV and below emission standard fuel passenger vehicles and purchasing new fuel passenger vehicles with a displacement of 2.0 liters or less, the subsidy is 15,000 yuan. No subsidy is given for scrapping new energy passenger vehicles and purchasing fuel passenger vehicles.

5. Are there any changes in the requirements for applying for vehicle scrapping and renewal subsidies?

Answer: No changes. To apply for vehicle scrapping and renewal subsidy funds, the following requirements must be met:

(1) The subsidy applicant is an individual consumer;

(2) The applicant scraps a personal old vehicle and obtains the "Scrapped Motor Vehicle Recycling Certificate";

(3) The applicant cancels the registration of the personal old vehicle and obtains the "Motor Vehicle Cancellation Certificate";

(4) The applicant purchases a new vehicle and obtains the "Motor Vehicle Sales Unified Invoice";

(5) The applicant completes the registration procedures and obtains the "Motor Vehicle Registration Certificate";

(6) The aforementioned "Scrapped Motor Vehicle Recycling Certificate," "Motor Vehicle Cancellation Certificate," "Motor Vehicle Sales Unified Invoice," and "Motor Vehicle Registration Certificate" should all be issued after January 1, 2025.

To ensure a smooth transition of the vehicle scrapping and renewal cross-year policy, for individual consumers who only partially obtained the four types of certificates, including the "Scrapped Motor Vehicle Recycling Certificate," "Motor Vehicle Cancellation Certificate," "Motor Vehicle Sales Unified Invoice," and "Motor Vehicle Registration Certificate," between July 25, 2024, and December 31, 2024, and obtained all the aforementioned certificates before February 28, 2025, they will be included in the scope of the 2025 vehicle scrapping and renewal subsidy policy support and will be counted as the number of times enjoying subsidies in 2025. The corresponding scrapped motor vehicles and newly purchased vehicles should meet the requirements of the "Notice on Further Improving the Work Related to Vehicle Trade-in by the Ministry of Commerce and Other 7 Departments" (Shang Xiaofei Letter [2024] No. 392).

6. Are there any changes in the materials required for applying for vehicle scrapping and renewal subsidies?

Answer: No adjustments. To apply for vehicle scrapping and renewal subsidy funds, the following materials should be provided:

(1) Applicant's identity information, must upload photos of the front and back of the ID card;

(2) Applicant's bank account information, must be a UnionPay debit card issued by a commercial bank in China and be an I-class account (please verify the account type with the opening bank);

(3) Original photos or scanned copies of the "Scrapped Motor Vehicle Recycling Certificate" and "Motor Vehicle Cancellation Certificate";

(4) Original photos or scanned copies of the new vehicle's "Motor Vehicle Sales Unified Invoice" and "Motor Vehicle Registration Certificate".

If there are special circumstances such as a change of name or ID number, additional supplementary materials must be submitted, specifically as required by the local commerce department.

Individuals intending to apply for vehicle scrapping and renewal subsidy funds should upload the above materials to the Vehicle Trade-in platform within the time limit stipulated by the "Notice." After review by local commerce, finance, public security, industry and information technology departments, the review results will be fed back through the Vehicle Trade-in platform. If the information submitted by the applicant is true and complete and meets the requirements of the "Notice," it will be approved. If the information submitted by the applicant is incomplete or unclear and cannot be identified, the local authorities will inform the applicant of the requirement to correct the information, and the applicant must correct the relevant information through the original channel before the application deadline.

7. Are there any changes in the application method for vehicle scrapping and renewal subsidies?

Answer: No changes. The submission of subsidy applications is carried out online, and there are two main ways:

(1) Via mobile devices, one can search for the "Vehicle Trade-in" mini-program on the homepage of WeChat, Alipay, Douyin, or Cloud Flash Payment, or directly scan the "Vehicle Trade-in" mini-program QR code to enter the application page, fill in the application information, and upload the required attachments.

(2) Via computer devices, one can log in to the "National Vehicle Circulation Information Management System" website (https://qclt.mofcom.gov.cn), click on the "Vehicle Trade-in" topic, enter the application page, fill in the application information, and upload the required attachments.

8. Are there any changes in the order of scrapping old vehicles and purchasing new vehicles when applying for vehicle scrapping and renewal subsidies?

Answer: No changes. There is no requirement for the order of scrapping old vehicles and purchasing new vehicles. Vehicle owners can scrap old vehicles first or purchase new vehicles first.




Vehicle Replacement and Renewal


9. When does the implementation of the 2025 vehicle replacement and renewal start?

Answer: The implementation starts on January 1, 2025. The specific subsidy application requirements are subject to the policies announced locally.

10. Are there any changes in the subsidy standards for vehicle replacement and renewal in 2025?

Answer: Improve the 2025 vehicle replacement and renewal subsidy standards, individual consumers transferring registered passenger vehicles in their own names and purchasing new energy passenger vehicles, the maximum subsidy for a single vehicle does not exceed 15,000 yuan, and the maximum subsidy for purchasing fuel passenger vehicles does not exceed 13,000 yuan. The specific subsidy standards are determined by local authorities reasonably.

11. Are there any changes in the conditions for transferring existing vehicles in the 2025 vehicle replacement and renewal?

Answer: Individual consumers applying for vehicle replacement and renewal subsidies, the registration time of the transferred existing passenger vehicles in their own names should not be later than January 8, 2025. Local authorities can set registration time requirements according to local realities, and the specific registration time of existing passenger vehicles is subject to the policies announced locally.
