The Ministerio de Producción of Argentina is the main authority responsible for the approval of automotive product market access (type approval) and issues the LCM (Market Access Certification for Complete Vehicles). The Ministerio de Ambiente y Desarrollo Sustentable is the government agency that issues certifications for automotive product pollutant and noise emissions, as well as energy consumption certifications. Its main functional department is the Vehicle Emission Office of the National Environmental Management Agency.
Argentina is currently the third-largest economy in Latin America, with relatively strong capabilities in automobile production and consumption demand. At the same time, Argentina has a long history in the automotive industry and has now established a relatively complete management system for automobile market access.
Departments responsible for formulating automotive product certification standards a) The Ministerio de Producción of Argentina is the main authority responsible for the approval of automotive product market access (type approval) and issues the LCM (Market Access Certification for Complete Vehicles). b) The Ministerio de Ambiente y Desarrollo Sustentable is the government agency that issues certifications for automotive product pollutant and noise emissions, as well as energy consumption certifications. Its main functional department is the Vehicle Emission Office of the National Environmental Management Agency.
Institutions for managing certifications a) The Instituto Nacional de Tecnología Industrial (INTI) of Argentina: As an independent third-party certification institution, it is responsible for verifying whether automotive products meet the corresponding standards and technical regulations. Responsibilities: Serving as a technical reference for the authoritative institution of the mandatory traffic law, forming an organization based on technology to submit traffic safety and update relevant laws and regulations, and being committed to the development and approval of new safety test performance, motor vehicles, and their components. b) The certification management institution in Argentina is the Instituto Argentino de Normalización y Certificación (IRAM). According to Decree No. 1474/94, IRAM is the only national standard institution, carrying out relevant work and providing independent certification services within the framework of national standards, quality, and certification (its certification services account for 35% of Argentina's certification market, and road vehicles account for 8% of the total certification volume). c) The Organismo Argentino de Acreditación (OAA): According to Decree No. 92/98, since December 31, 2002, all products entering Argentina must be inspected and certified by a certification institution accredited by OAA; it is a non-profit civil entity involved in the establishment of the national standard system framework and quality certification.
Certifications related to automotive complete vehicle parts and after-sales spare parts a) LCM Certificate (Licencia para Configuración de Modelo) To ensure that the automobiles entering its market meet the requirements of its safety and environmental protection technical regulations, the Argentine government requires that automotive complete vehicle products entering the Argentine market pass the certification before they are allowed to be sold in the market. The LCM certification system for automotive products in Argentina is formally a type approval system represented by the automotive product market access management system of the European Union, that is, automotive complete vehicle products need to first obtain the certification and approval of the government competent authority and obtain the corresponding LCM approval certificate before they can enter the Argentine market for sale. However, in the specific implementation of this system, a large number of elements of the self-certification in the United States are adopted. In the specific certification process, automobile manufacturers conduct various tests and inspections by themselves, or obtain internationally recognized certification certificates to prove that their automotive products meet the automotive technical regulations of Argentina. The government competent authority of Argentina does not conduct specific tests. Therefore, the LCM certification for automotive products in Argentina has become a kind of certification and approval system that is between the type approval in the European Union and the self-certification in the United States. In addition, there is also the Latin NCAP test project for vehicle collisions in Argentina.
b) CHAS (Certification of Homologation of autoparts and / or security elements) - Certificate of Approval for Automotive Safety Components and Accessories. This certificate establishes a market access management system for automotive parts and after-sales spare parts entering the Argentine automotive market. Tire manufacturers and importers need to go through the inspection of the product quality assurance system and product description system formulated by the Instituto Nacional de Tecnología Industrial (INTI) of Argentina before obtaining the CHAS certificate and subsequent market sales. Its flowchart is as follows.
c) Pollutant and Noise Emission Certification (certificate of pollutant emissions). This certification is issued after the automotive complete vehicle passes the testing in the laboratory designated by the Ministerio de Ambiente y Desarrollo Sustentable of Argentina and meets the test indicators. At present, in the automotive emission regulations of Argentina, there are no specific limit requirements for various pollutants and corresponding test methods formulated separately. Instead, the limit requirements and corresponding test methods in the technical regulations of the European Union are directly adopted (that is, the NEDC emission test cycle in Europe). Among them, for M1 and N1 light-duty vehicles, the Euro 5 emission limit requirements specified in the European Union emission technical regulation (EC) 715/2007 and its supporting implementation regulation (EC) 692/2008 are adopted. It is expected that the Euro 6 stage emission regulations of the European Union will be adopted around 2020.
Characteristics of certifications A designated representative is required to be responsible for the application work. Different certificates are issued by different departments. The Ministry of Industry will conduct spot checks on the vehicles sold in the market, and it is currently drafting and formulating more new laws, regulations, and standards.
