Indonesia's SNI standards are formulated and issued by the Indonesian National Standardization Agency. Therefore, for automotive products to enter the Indonesian market, in addition to the Directorate General of Land Transportation of the Ministry of Transportation, which is responsible for the certification management of complete vehicles, and the Ministry of Industry, which decides which parts are subject to mandatory certification and formulates and implements automotive industry development policies, attention also needs to be paid to the Indonesian National Standardization Agency. The full Indonesian name of the Indonesian National Standardization Agency is Badan Standardisasi Nasional. This agency is responsible for formulating and revising Indonesia's national standards (SNI standards) in all areas of the national economy, including automotive products. The SNI standards related to automotive products specify the technical requirements and certification regulations (Indonesian SNI) that should be met. However, it is currently the Ministry of Industry of Indonesia that issues "official documents" (departmental regulations) to stipulate which SNI standards and certifications are compulsorily implemented.
Market Access Management of Complete Automotive Vehicle Products in Indonesia Indonesia adopts a certification and inspection system for the market access management of complete automotive vehicle products. The government agency responsible for the certification management of automotive products is the Directorate General of Road Transportation (DGLT) under the Ministry of Transportation of Indonesia. According to the authorization of relevant laws and regulations, the Directorate General of Road Transportation is responsible for inspecting all vehicles imported into Indonesia, as well as those produced, assembled, or modified in Indonesia, to verify whether the vehicles meet the automotive technical requirements and road worthiness requirements stipulated in relevant Indonesian laws and regulations. For the vehicle types that meet the requirements and pass the inspection, this agency will issue a type approval certificate, and the vehicles can then be registered and enter the market for use. Although this system formally adopts some elements of the internationally common type approval system for automotive products, in essence, there is still a certain gap compared with the internationally common type approval system. Indonesia plans to reform the market access management system with reference to international common practices and models. On June 9, 2011, the "Indonesian Automotive Standard Internationalization Forum" was established to specifically study the internationally common vehicle type approval system (the international whole vehicle type approval system of WP29).
Automotive Certification and Approval Process in Indonesia According to Article 50 of Law No. 22/2009 on road traffic and transportation, every vehicle imported into Indonesia or produced/assembled or modified (modifications made to the vehicle's dimensions, engine, payload, etc.) in Indonesia must undergo a certification inspection/test. The specific steps are as follows: ① The applicant submits a complete set of vehicle inspection and test application documents to the competent authority for automotive product certification and inspection in Indonesia, that is, the Directorate General of Road Transportation of the Ministry of Transportation. ② After reviewing the application documents, the competent authority will reply to the applicant and arrange and designate the Vehicle Testing and Certification Center (VTCC) in Indonesia, a vehicle inspection institution, as a technical service institution to carry out vehicle inspection and test work. ③ VTCC will draw up the time for vehicle inspection and test and notify the applicant of this time. ④ VTCC will, according to the scheduled time, select sample vehicles for inspection and test, and the results will be submitted by VTCC to the Directorate General of Road Transportation of the Ministry of Transportation. ⑤ For vehicles whose inspection and test results meet the relevant requirements, that is, vehicles that pass the inspection and test, the Directorate General of Road Transportation of the Ministry of Transportation will issue a vehicle type approval certificate. For vehicles that fail the inspection and test, the unqualified items can be re-inspected and tested, but only once.
Current Automotive Testing, Certification, and Approval Items in Indonesia Indonesian automotive technical regulations: Regulation No. 55/2012 requires certification inspection and test of vehicles to verify whether the vehicles meet the technical requirements and road worthiness requirements stipulated in the regulations. Although Indonesia has established a type certification and approval system for automotive products, it has developed from its original automotive inspection system. Currently, the main items and tests are still of the nature of vehicle inspection.
Other Certifications In addition to establishing a market access management system mainly based on certification inspection for complete automotive vehicle products, Indonesia has also established a mandatory certification system for some automotive parts products. The mandatory certification of automotive parts products falls within the jurisdiction of the Ministry of Industry of Indonesia in terms of management. The Ministry of Industry of Indonesia has established a mandatory certification system for products in various industries of the national economy that are related to safety and environmental protection. It adopts Indonesia's national standards (i.e., SNI standards) to carry out mandatory certification (SNI certification) for products. Products that meet the standard requirements and pass the certification will be marked with the SNI certification mark. Currently, the automotive parts products that are subject to mandatory certification include: safety glass, tires, rims, and wheels. The automotive parts products that Indonesia will make subject to mandatory certification include: braking systems, rearview mirrors, storage batteries, seat belts, and seats, etc.
