Thailand has had a certification system for large buses and trucks for over 20 years, established by the Thai Ministry of Land Transport in accordance with the Thai Land Transport Act. This system has been in place for a long time. However, for cars, light commercial vehicles (like pickups), and motorcycles, Thailand did not previously have a certification system. Starting in 2000, the Thai Ministry of Land Transport, drawing on the European Union's vehicle type-approval system (70/156/EEC and 92/61/EC), established a type-approval system for these vehicles. The legal basis for this system, however, differs from that for buses and trucks and is based on the Motor Vehicle Act.
The Thai Department of Land Transport (DLT) conducts separate inspections and management for cars, light vehicles, and heavy vehicles, based on the Motor Vehicle Act and the Land Transport Act, respectively. The specific inspections are similar in nature to the factory acceptance tests that companies perform on automotive products or the regular technical inspections that the police traffic management departments conduct on vehicles. The specific inspection items include, among others: overall static inspection, seat belt installation check, braking test, static noise test, emission test, and side-slip test.

Thailand will continuously promote the internationalization of vehicle compliance, especially under the UNECE framework.
